The following records are Open Letters which were in the majority posted to my http://www.powereality.org and MOEC Studies systems from 2001 in continuo. After nearly 34 years of Censorship and Sanitization the attempt to gain Legal Recognition, decapitate the system, and bring the prominent Actors to accountability deserves some attention based on it's merit. Open Letters are worth the time and effort and an important facet of our Freedom and Dignity.
The following reflect the emergence from a passivity to a more dynamic posture with prophylaxis.
The Open Letters are a stoic and defiant statement in a study in the classic argument of the confrontation between the Individual versus the State.

The approved Constitution is signed by thirty nine delegates from twelve states save Rhode Island. One delegate, John Dickinson from Delaware, was ill and not present, had George Read sign his name by proxy. Dear Governor Perry Texas,
My name is David Nollmeyer. I am contacting you do to in continuo Human Rights abuse. I am contacting you in regards to issues of homeland security that have a Texas History.
Many years ago at the end of the Reagan Presidency I protested outside a facility in Houston where President Reagan was having a fundraiser. One of the Hunt brothers landed in a helicopter behind and he and his wife said hello to me. I had hitchhiked in from Santa Monica CA.
I slept in the park near this facility. That night someone attempted to set me on fire while I was sleeping. I believe it was a homeless person I had seen earlier.
I then hitchhiked to Atlanta for the second Martin Luther King Junior parade. I obtained a place across the start line and Jesse Jackson waved to me along with Coretta Scott King and Family.
In short I am protesting in the strongest terms the de facto conditions of spraying the air, slamming doors by the informant drones of LAPD, and the use of perpetual electronic surveillance. These conditions were prevalent then and continue to be so in Del Norte CA. There was a strong quake here in the past few days with no damage.
I have researched the spraying and Heinrich Himmler began developing the gas chambers of the WWII death camps by hooking hoses to the exhaust pipes of trucks and leading the emissions to enclosed rooms where prisoners were lead to their death.
There is also a red herring issue to be dealt with. I am a lifelong heterosexual and the perpetrators are gay bisexual. What is unique is that there is a strain of gay fascism here.
I continue to be heterosexual.
The dominant strains of fascism are German, Italian, Japanese, and Black Nationalist. I do not want to appear reactionary; this is a very severe hate crime. The concepts of psychopathy also come into play here.
I have litigated other issues in Federal Court related as to why I was protesting the reelection President Reagan.
I still have two open law suits against Bernard Parks and William Lockyer.
Texas has a reasonable reputation.
In lieu of any overt activity I am asking you to endorse a 10% Factor targeting violent felons in federal and state legislation. Money is being poured down the drain addressing small time offenders. A unified policy is more likely to lead to equal treatment for severe offenders who in one state get prosecuted and walk free in a few years in others.

I am writing to call your attention to the horrid conditions that I have endured for almost twenty years. The contamination here in Northern California shocks the conscious.
As Amnesty International you should be eager to confront the United States on what are catabolic stimulus in the environment.
There is a tremendous degradation in public and private side leadership and instruction. This WILL DAMAGE HUMAN, CORPORATE, AND ACADEMIC HISTORY.
THE POPULATION AND MYSELF ARE SUFFERING UNDER VARIOUS FORMS OF CHEMICAL AGENTS, ELECTRONIC SURVEILLANCE, AND HARASSMENT.
THE UNITED STATES GOVERNMENT IS THE INSURER OF LAST RESORT. IT IS EASY TO DEVELOP THE IMPUNITY TO DESTROY PRIVATE PROPERTY AND CAPITAL INTERESTS.

The situation in Northern CA is untenable. Yesterday on the other side of the country 33 persons were killed. Yesterday was also my father John Albert Nollmeyer's birthday now deceased.
I am writing to you out of deep concern due to the negligence and or criminality in the contamination of the environment from 2-12-07 in Earp CA and Parker AZ.
The Colorado River was completely contaminated by an acidic mixture. This is no exaggeration.
By 2-21-07 I traveled through to Blythe CA and the Laughlin NV. The Colorado River was polluted.
From late February Sacramento was contaminated. I traveled north through Cache Creek. A deputy dropped me off at the Colusa County Line. The creek has been polluted and is ruined now.
Clear Lake was polluted to the touch. I traveled to Mendocino County. I camped out near Caspar Beach.
One day after I left a diver perished off the Mendocino headlands about three miles south of where I was. The Pacific Ocean was so polluted I would bath and still do without dunking my head.
The Eel River has been contaminated from 4-03-07 to my knowledge. I am now on such south Redway California.
THIS AGENCY IS DE FACTO OR CRIMINAL IN NOT INVESTIGATING AND PROSECUTING THESE EVENTS.
LAPD CA AND THE DELAWARE STATE POLICE SHOULD BE CONTACTED AFTER LOCAL SHERIFFS.

I am in Arizona. The attempt to isolate and gay bait is at an epic point. Several agencies have Frontpage zips of all the major sites. It is my sincere position that any intelligent and legitimate member of the LGBT community should realize that I am heterosexual and take my Gaudiya faith sincerely.
LAPD is attacking several diksa gurus from various encampments over drug use as ganja cocaine. This is absurd all they will attempt to do is blame me. This is a joke and I wish sworn law enforcement officials would take this issue up.

The whole posture of the culture eternal, natural, and positive law is on it's head. There is no recognition as to the systematic torture that has been ongoing for over 20 years. In this regard I am engaging the FBI with criminal complaints as to why parties have not been charged and bound over to the courts. Homeland Security has jurisdiction over all code enforcement officials in the United States. It is clear that these parties are under the color of law.
The content of the website is at issue. This region is in the top 10 jurisdictions for prosecution. Historically there is no manner to explain what has happened without this area. For private persons these individuals would have to criminally prosecuted otherwise there is scapegoating and duplicity.

Dear Attorney General Brown,
Since assuming office in 2007 the State of California has undergone despoliation and lawless in a manner that shocks the conscience.
Governor Schwarzenegger's and your cavalier attitude to a Chemical Assault Scorched has left untold acres of land destroyed especially surface water as Lake Almanor in Plumas County.
What is the latent damage to human life?
An event code named Operation Radhanatha occurred about February 12, 2007 along the Colorado River north of Blythe. This event contaminated the river and as well as drinking water in all buildings in my vicinity. Canned foods are chemically altered from the factory.
This attack appears to be a result of a LGBTi militancy run out of LAPD. Chief William Bratton was recently honored by Queen Elizabeth II of the United Kingdom.
It is time for accountability for de facto and negligent acts by the leadership and agents.
This issue of treason applies not only to California but the United States.

Dear LA District Attorney Cooley,
You as Los Angeles District Attorney and all other candidates are running for office as sworn officials in California without recognizing the system of torture and other cruel and inhuman treatment that has been ongoing since June 17, 1987. This is the 200th Anniversary of the United States Constitution.
This event is being driven from Los Angeles Police Department by a cell(s) of LGBTi militants. This appears to be mostly male. If I am alienated from constitutional rights, EVERYONE WILL LOSE. You were sworn to uphold my rights and I have a very strong presence in Los Angeles during your term. This will be extraordinary if you become the Attorney General for California.
Due Process is a right and I have almost none whatsoever.
I am the most heavily stalked person in the history of the United States. The surface water in Lassen and Plumas Counties is despoiled. So is running tap water in buildings when I approach such.
You have been the District Attorney since 2000. There was a consistent pattern of Gang Stalking and Chemical Assault Scorched Earth in California and Los Angeles which I have traveled through on numerous occasions.
Present Governor Schwarzenegger is under the color of law. He should of used emergency powers of the governor to halt actions lead by a LGBTi militancy run out of LAPD.
It is my analysis that citizens in California and the United States will clamor to strip of his citizenship in the future. He ran for office as an agent for The People…He has done null to aid such and like Mr. Freeze in his movies he is the world's strongest criminal and epitomizes the culture of corruption which he claimed he would change.
Note this statement by First Lady Maria Shriver:

She is only 54 years old to Arnold's 63 years of age and is a compelling target for obstruction of justice.

Dear Councilperson Bernard Parks,
I am writing to supply information that concerns the overt Chemical Assault Scorched Earth ongoing in California. I am presenting the argument that you are culpable. What is disturbing is that the police officers that are running the Chemical Assault Scorched Earth are officers in LAPD. This has occurred since at least 1960s. It clearly emerges through your tenure as Chief of LAPD in 1997 and your terms as Councilman in 2003.
Consider this point. I am a PURE HETEROSEXUAL. I have had zero same sex acts in 49 year of life. I turned 49 August 3, 2010 one day before Obama and the reversal of Proposition 8.
The officers involved are a perfect examples of an inferiority complex in same sex males. At this point in time I would argue that I am the most stalked person in world history as the United States federal government and President Barack Obama condone an attack on the human race which is prosecutable here as federal crime.
Their primary tactic is to use Lesbianism to front Gay or Male Same Sex Male MSM persons. Within the LGBTi continuum if a heterosexual male does not accept lesbianism or bisexual females he is gay baited. Here this is a simple double bind. It is quite possible that a heterosexual or opposite sex female is one's sexual preference.
Totalitarianism will seek to isolate. I am a fairly simple but strong practitioner of Gaudiya Vaishnavism if one takes the Chemical Assault Scorched Earth that is imposed over my natural person and citizenship.
In degree due to an entrapment which is most likely emerging from LAPD concerning the Right to Marry, I have decided to argue that my right to practice my Vedic (Hare Krishna) faith is hindered by Male Same Sex Male officers of LAPD. They are projecting their homosexual preferences over my natural person. My preferences and identity are outside the LGBTi continuum These officers are attempting to act out a fetish by projecting LGBTi sex life over everything in the cosmos. Their interaction within the social environment is predacious.
Within this context it appears that a bisexual (female) heterosexual (my person) could occur. The authorship is very concerned with a love conquers reason type of history. In reality the zeitgeist reflects whatever type of conjugal relations are are occurring due to a Chemical Assault Scorched Earth carried out by delusional officers that MSM in the LGBTi continuum.
At this point in time if I maintain networking or email communications with females that are natural persons LAPD attempts to advertise such as male homosexual Hare Krishnas.
I have already emailed a complaint against Governor Schwarzenegger to AG Holder regarding the alienation of my right to marry. Overall if Californians wish to file a grievance over their loss of health or property it is due to the facts mentioned here that they were injured.
I believe that the Governor's naturalized citizenship is in jeopardy as all 38 million persons in this state are victims.
The City of Los Angeles is in jeopardy as you are as a sworn officials. You should also be disturbed in that racism is also highly prevalent. My preferences are inclusive of females from African, India, and Native American cultures. It appears that Gay Irrationalism Pre Gay Fascism is Anglican at the present. There has always been indications of this in the Westside especially West Hollywood and towards Santa Monica. I have a good impression of West Hollywood and a strong one of Santa Monica.

As the founder and head of one of the largest and most prestigious LGBTi groups I find it distressing that no one within this community has stepped forward to challenge systematic abuse that appears to have been authored in this orientation and in a consequentialist manner abuses the most vulnerable persons as those that are HIV AIDS Positive.
As LGBTi persons are struggling for the positive (legal) Right to Marry and serve openly in the armed services, it appears that LGBTi members of Cambridge Law School have authored a defection model that has blackmailed and extorted five United States Presidents:

A systematic Chemical Assault Scorched Earth campaign has emerged from a Gay Militia since June 17, 1987. Since February 12, 2007 all surface water and most food products near me have been despoiled at the factory. It is impossible for me to enter a building without police contaminating the ventilation.
Gang Stalking or bullying on my person is the most serious on a living person in the world. The Ku Klux Klan was the militia for the Democrat Party in 1930s and the Gay Militia also known as the Gay Company or Company (several names are used) which is composed of LAPD members are leading these attacks which have also lead to the suicide of many LGBTi youths.
The Chemical Assault Scorched Earth is a linear function. A red herring straw man is a distraction which is a Joe Virus. It is developed by polymorphous perversity and stereotypes of LGBTi persons. A double bind fallacy is used in impunity within a circular argument under 24/7 electronic surveillance.
Gay male same sex interests drive the destructive informant based activities of a RICO styled extortion and blackmail ring. Lesbianism, which in reality is only female bisexuality is used to recruit and develop LGBTi interests. If a heterosexual male does not prefer lesbianism he is baited as a Gay Male. This is a double bind bait and switch tactic. Equal choices of opposite sex females are not provided. Hence operatives will argue from MSM interests across the LGBTi platform to insulate gay males. I believe this is due to lesbianism and female bisexuality is perceived as more favorable, less damaging, and perhaps even desirable in contrast to the behavior and identity groups MSM males pertain to.
A corollary to this structure and process is that racism is used to falsely divide the argument. If I state that gays are not my preference than this is presented as Asian and gay refers only to female bisexuals and lesbians. This is further support for an inferiority complex as a basis for displacement within male same sex male MSM individuals who authored these acts and LAPD. Narcissistic Personality Disorder also is part of the development of informants with psychopathic characteristics.
I am a lifelong heterosexual. My Right to Marry is violated. It is desired that the end of Governor Arnold Schwarzenegger two terms be emphasized as he has looked away while the citizens and natural persons of California and the world have been victimized.
The Chemical Assault Scorched Earth is a manifest function which is independently verifiable by third parties. Currently the Salton Sea adjacent to my person is despoiled.
I am arguing with AVERT figures that there are about 1.3 million persons have been infected by HIV counting about 250,000 estimated cases.
It is estimated that more than one million people are living with HIV in the USA and that more than half a million have died after developing AIDS.

These chilling statistics contradict the advocacy position of LAMBDA. I have no intention of dying any time soon. I wish to live just as strongly as any person infected with HIV. This also posits the history of the five presidents mentioned previously as bogus and under the color of law.
I and others do have resources against sworn competent officials. This also includes professionals as members of the APA, AMA, and ABA. Why professional psychiatrists, doctors, and lawyers have not stepped forward is illegal.

Currently to my own chagrin I have the strongest a fortiori opposition against this RICO styled human rights abuse. There are days when I can not even get my cell phone charged.
The strategic mission of this entrapment was Gay Marriage under a the banner of Gay Culture. Gay Marriage for me could mean marrying a bisexual female. I am not adverse to this if I felt the relationship was genuine. I would prefer children. The socialization of children is a problem and the vulgar polymorphous attack of the Gay Militia is poor.
As DADT was just repealed concern must be had for the failure of domestic Homeland Security headed by Janet Napolitano. The despoliation of property and health of HIV AIDS persons is a problem now and begs the case for future litigation.
I am now beginning to seriously contemplate the implications of HIV AIDS and hypoallergenic persons. As I age health and sustainability begin to crowd out other issues.
This again contradicts the propaganda and teaching of LGBTi Studies and the Right to Marry Movement.
I am seriously attempting to prosecute Barack Obama and any surviving sworn official.

Within days the 24th Anniversary of a Manifest Chemical Assault will occur. This should highly concern a group that claims it is at the forefront of LGBTi Advocacy. Currently the CDC estimates that over 1 million persons living in the United States are HIV AIDS positive.
I live in an environment here in the Owens Valley in the Eastern High Sierras where my air, food, and clothing have been Chemically Attacked.
This has been perpetrated and condoned by all human rights, LGBTi groups and sworn officials as Presidents Barack Obama and George W Bush.
The event is alleged to be authored from the United Kingdom by past Cambridge Law School lawyers.

I find your credibility on Equal Protection and Due Process to be more than suspect. "... When the question involved does not lie within the range of common experience or common knowledge, but requires special experience or special knowledge, then the opinions of witnesses skilled in that particular science, art, or trade to which the question relates are admissible in evidence."
The Frye Standard is the general acceptance rule which is basically a stricter bar of those theories and methodologies that are adhered to by the pertinent scientific community and peer reviewed.
In Daubert Judge Blackmun agreed with Merell Dow that the general acceptance standard of Frye should be held under the provisions of Federal Rule of Evidence 702. Under these provisions the Daubert Factors emerged which govern the admissibility of scientific expert opinion (Mahle 1999):
1. Is the hypothesis or methodology falsifiable or third party verifiable?
2. Has the theory or method undergone peer review and publication?
3. Is there a known or potential error rate?
4. Has the theory and methodology been accepted by the pertinent scientific community?
The Daubert Trilogy refers to the three cases that helped to form the Federal Rules of Evidence especially 702:

The case would address these issues and develop practical rules for both inculpatory and exculpatory testimony and evidence. At the Berkeley Hare Krishna Temple around 1984 to 1986 I was introduced to street preacher who was handing out Bible Tracts in Berkeley and at the University of California Campus. Several key devotees there also met this person. I also was observed this person distributing Bible Tracts on the Campus in Sproule Plaza near the Bear's Lair the campus pub. There were devotees there and Officer Sanchez of Berkeley PD was present. The kidnapping of Jaycee Lee Dugard occurred on June 10, 1991, in South Lake Tahoe, California. Dugard was 11 years old at the time. She remained captive for more than 18 years. On August 24 and 25, 2009, convicted sex offender Phillip Craig Garrido visited the campus of UC Berkeley accompanied by two girls. Their unusual behavior sparked an investigation that led to his bringing the girls to a parole office in Concord, California on August 26, accompanied by a young woman who was then identified as Dugard.
On Facebook I had posted that I had met Garrido at the Temple. In 1976, Garrido kidnapped Katherine Callaway in South Lake Tahoe, California. Garrido was convicted on March 9, 1977 and began serving a 50 year federal sentence on June 30, 1977, at Leavenworth Penitentiary in Kansas. At Leavenworth, Garrido met Nancy Bocanegra, who was visiting another prisoner, her uncle. On October 5, 1981, Garrido and Bocanegra were married at Leavenworth.
On January 22, 1988, Garrido was released from Leavenworth to Nevada State Prison, where he served seven months of a five years to life Nevada sentence. He was transferred to federal parole authorities in Antioch on August 26, 1988. Arrest and Conviction In August 2009, Phillip Garrido began passing out fliers about his new church, God's Desire, on the campus of the University of California, Berkeley. He was with Jaycee, and their two daughters, at the time.
During his solicitation, campus security officers approached him and asked him to register his organization with campus offices. When he did, they discovered Garrido's criminal past and decided to do a quick background check by calling his parole agent. The call proved to be monumental: Garrido's agent was shocked when security officers mentioned his children, as his records showed that he had no children. Authorities were quickly called and soon after, on August 26, 2009, Phillip and his wife, Nancy Garrido, were arrested. Two days later, the Garridos were charged with 29 felony counts, including rape and false imprisonment. According to this data I could not of metGarrido. The original facts are correct sans the fact that this first actor looked like Garrido but was not him.
