Preliminary Description of Manifest and Latent Functions

The ethnography will focus in on proving a basic dichotomy of manifest and latent functions. The discovery will attempt to organize and identify primarily manifest events in the historical continuum from June 17, 1987 in a historical texture. Latent events as the Origin will attempt to be proven or have evidence presented that strengthens proof of their existence.

Manifest Function: De facto and negligent activities are being ordered from law enforcement agencies with impunity and condonement through mutual aid violations with various law enforcement agencies and their informants to attack the United States, it's constitution, and presidency. This is facilitated by attacking my citizenship, international human rights, and the person as a member of the natural species of homo sapiens, David Nollmeyer.

Latent Function: This systematic activity is alleged to be designed as an act of war by Cambridge Law School. This event was argued to have been devised to avenge LGBTi History.

Los Angeles Police Department, California (LAPD) is the agent and direct principal in the United States. They are LGBTi orientated and I am a strict heterosexual. This in combination with my Japanese ancestry accounts for systematic torture. In degree, an epistemological attack on the natural five senses, mind, and environment have given way to a Chemical Assault Scorched Earth, 24/7 electronic surveillance, and systematic harassment (mob activity) by surrounding informant agents in my vicinity which constitute being an accomplice accessory to a hate crime. Offenses against public order and treason are also a possibility.

This systematic activity is prosecutable under Title 18 of the United States Federal Code as a crime and the Convention Against Torture, CAT.

Basic Research Framework and Goals

The entire entrapment can be reduced to prisoner's dilemma. It is also predicated in part on an interdisciplinary ethnographic model which will also be become a subject here. I have been deliberately entrapped ad hominem, hence alienated from my legal primary rights which would protect me under the Bill of Rights in the United States. The original model appears to be an extension of the activities that plan the expansion and contraction of the British Empire.

I am operating on this premise but focusing this forced participation observation experimentation on positive law to prosecute within the United States first.

Further Research Framework

A historical concept of laws: Eternal, Natural, and Positive Law is very prominent and was employed extensively with contrast to phenomenological perspectives.

Preface

Most fields of inquiry seek to discover laws that bind consequent acts to the law or a principle within the law itself. Faith based systems postulate that the law or principle exists a priori and many cases of arguments and behaviors are already predicated that the law exists. Here we will be able to see the emergence of sciences against various structures and processes and the transformations on leadership, myself, and the collective. A basic platform of laws will be elaborated on from this existing model to observe there effect on binding consequent events to the law itself or a principle within that law.

The Eternal Law is the will and mind of the Ruler Supreme equating to Divine Government thus binding the living being to final salvation and judgment.

The Natural Law is the law of nature proper, this position is exclusively mechanistic in atheism and must be reducible to physics. This level of organization is described and investigated as scientific determinism. One can argue Natural Law as subordinated in a faith system. This according to the theologian concludes that intelligence and consciousness are limited by contact with matter by man's birth in nature. The gift of intelligence, reason, must be used to elevate oneself to an understanding of the Eternal Law.

The positive law is the human law. It is the legal constitutions of man, which may include governments both theistic and secular, written and promulgated for all by the sovereign.

Zibignew Brzezinski states Totalitarianism seeks to isolate the individual and whole from social life. This is a very simple axiom of totalitarianism that will be empirically verifiable as a fact to third party researchers. I will begin the territorial mapping of materials in considering Systems Approaches embedded within the Ecology of Systems (Brofenbrenner). His basic five level approach will give organization to the complexity involved. I will use an eclectic approach that will incorporate an:

Ecological Systems

1. Microsystem: This model contains the individual at the center of the microsystem. Those objects and persons in the immediate setting in which one lives as family, peers, school, and neighborhood are prominent. These are events with the most direct interaction as agents upon the individual. The individual is not passive in this context. One helps create the constructs in the microsystem. What is essential in this concept is relationship. Events must have a substantial amount of contact over time to qualify as this subsystem. Brofenbrenner uses the term bidirectional to describe interactions between the child and parents, teachers, and others who interact upon one another in the same level of his model as well as those on layers on either side of the focal system or that component being analyzed. Brofenbrenner stresses to understand development one must keep in mind that relationships are bidirectional. Parenting affects the child, but this individual's biological and socially influenced characteristics have an effect on the behavior of adults. As infants, the systems most likely to affect the individual are parents, siblings, and caretakers. (Boemmel, J. & Briscoe, J. 2001).

An important perspective in general Systems Approaches is that the child must be motile to increase territoriality by some mechanism to develop the range of social territory that will come to socialize and shape one. The assumption here is of a normal healthy person but the input of a disadvantaged individual would only result in a different input and therefore a different output that aids in development.

Erik Erikson's Psychosocial Theory of epigenetic personality is frequently mentioned in Lifespan and Development thinking with Ecological Systems Approaches. Such covers eight stages of maturation encompassing social dimensions imposed over the social environment itself. Schematic is the the plural of schema in Erickson's thinking.

2. Mesosystem: This subsystem explains the interrelations among major settings containing the developing individual at a particular point in one's life. This includes the relationship between different microsystems, family, group, and peers. When communication is poor between various microsystems, at risk individuals are more likely to not orient themselves in society if there is a breakdown between microsystems. The mesosystem is a system of microsystems.

In general, Systems Approaches language is the first territorial community. Brofenbrenner and his followers appear to be more focused on the communicative aspect in the microsystem between adult and developing persons. All Systems need to communicate information internally and externally to maintain equilibrium or such may become isolated and disintegrate.

3. Exosystem: This territory includes specific social structures and organizations that do not contain the individual but affect the immediate environment of one, thereby influencing and possibly determining outcomes are considered in this ecology. These structures include major institutions as they operate on the local level as neighborhood, workplace, and governmental agencies. There are communities that have organizations for developing youths for their social and psychological support. Examples of exosystemic risk factors are the parents work environment which may come to have a negative impact on a child's microsystem. A lack of funding may have a negative impact on the classroom. Conversely improvements by educational planning may have a positive effect on at risk youths.

4. Macrosystem: This ecology is the culture in which individuals live. Cultural contexts include developing and industrialized countries, socioeconomic status, poverty, and ethnicity.

5. Chronosystem: Is the time related change outside of the System itself. It includes the patterning of environmental events and transitions over life. Sociohistorical conditions are inclusive. Toffler and Toffler have done research in this area. In Major Social Trends such describe various time related change on the previous ecologies. The theme is movement away from the Agricultural Industrial age to the Information Age. These three civilizations symbolized by the tools of production as the hoe, the assembly line, and finally the computers are substituting one another in space and time. De massified production of highly customized products are leading to a complexity in the economy and displacing labor. Also characteristic of the present is the globalization of the economy challenging national sovereignty and the reemergence of the family. The time line has witnessed the prominence of the extended family, to the nuclear family, to the atomized family where only one parent is present in the home. (Toffler & Toffler, 1994).

Zeitgeist

Below is a pattern that is 100 percent in place and operational but not actualized. One can reduce the strategic mission goal as Gay Triumphalism. It is October 2, 2009 and Proposition 1 is on the ballot in Maine in November. Proposition 8 is legal in California and is being challenged. I am openly supporting Yes on Proposition 1 and still am supporting Proposition 8 which is for the legality of only opposite sex or heterosexual marriage.

The Latent Function: The Topology and Origin of MOEC

It is prudent to present which system the focal target of this chapter exists in. It is the exosystem in Ecological Systems. This is the third subsystem which radiates outward from the individual in one's socialization. With this consideration in hand it will be easier to discern various forms of disintegration compared to a healthy ecology within the mesosystem with exosystemic groups as Homeland Security (law enforcement) intrusive as a microsystem. This is totalitarian and it's distorts it's relationship with other microsystems. This adaptation and transformational process will aid to define how this event was able to be constructed and expand against the rule of law in twentieth and twenty first century constitutional states as the United Kingdom and the United States. Abstract Concepts

Origin

An Origin concept will be used with Ecological Systems to begin mapping of territorialities. Very credible assumptions are being used and considered to establish the latent function which is allegedly Cambridge Law School as author of MOEC. Cambridge Law School exists in the exosystem if an individual where in the United Kingdom. I live in the United States. University System

A university system is a set of multiple, affiliated universities and colleges that are usually geographically distributed. Typically, all member universities in a university system share a common component among all of their various names. An example would be the University of California. Usually, all member universities of a university system are governed by a system wide governing body. A board of trustees or a board of regents is a common structure. University systems became prominent in post World War II United States. Most states have one or two public state university systems under which are publicly funded both in name and in governance. DeVry University is a for profit university which has multiple campuses which share the same name; these may be, but are not always, described as a university system.

A university system should not be confused with a multiple campus university. A university system contains several universities. A multiple campus university is a single university that has more than one campus. In the United States, a common test of whether institutions comprise a system is whether they are separately accredited by a government approved regional accreditor (this supersedes per campus accreditation by national professional accreditors) (University system. The University of Cambridge (Cambridge University), is located in Cambridge, England. It is the second oldest university in the English speaking world. The school general has a catalog of some 250 major areas in which they may award degrees and they teach perhaps 125 per year. This type of diversity and specialization demonstrates a fortiori that a university level institution had significant involvement in a design of this magnitude.

Authorship

Manifest events from June 17, 1987 have to have had an authorship. LAPD has stated that this is Cambridge Law School. The allegation is that the law school organizes de facto activities using the resources of the school. This material is essentially a Prisoner's Dilemma entrapment. The material is state planning and is eugenic. There is a profound amount of Racketeered Influenced Corrupt Organization behaviors which are nepotist and ad hominem based in lieu of a merit based system under constitutional law. There is no direct evidence other than logical deduction that the officers in LAPD do not have the demonstrable skills to author a complex range of differentiated job assignments.

This basic topology is being argued as empirical for the sake of constructing a model that will help define the latent function or Origin and authorship. Once this event had obtained a certain mass and equilibrium it was aimed at the President of the United States. This attack occurred on June 17, 1987 in Dover, Delaware where I was located, the President was Ronald Reagan. Delaware then ratified the Constitution on December 7, 1787.

Abstract

Scotland Yard is the federal code enforcement of the United Kingdom.

The name of the headquarters is derived from its original location from an inner street. The exact origins of the name are subject to some mythology with one explanation stating that the site had once been owned by the Kings of Scotland.

By the 17th century, the street had become a site of government buildings.

The Metropolitan Police was formed by Parliament in 1829. Sir Robert Peel selected the original Scotland Yard for the new police headquarters. By 1829 the building was occupied by police two Commissioners, along with various and staff, occupying 4 Whitehall Place Scotland Yard with one entrance being used as a police station.

In the United Kingdom, the structure and basic duties of officers may include:

Uniformed police officers who respond to 999 calls and provide community policing.

Crime Reduction Officers tasked with attending public functions, visiting households and consulting, and handing out items such as rapes alarms.

Are responsible for firearms certificates, drugs and related duties.

Station Reception Officers (SROs) who are in charge of the front desk and administration.

Fingerprinting and Identification Officers who deal with Criminal Identities for Archives.

In stations, police cadets may help regular officers, PCSOs or any police staff.

Special Constables, Sergeants and Inspectors will be present. A Special is a part time unpaid fully trained Police Officer with powers of arrest.

The Los Angeles Board of Police Commissioners is a five member body of appointed officials which oversees the LAPD. The board defines policies for the department. It also oversees LAPD's overall management and operations. The Chief of Police reports to the board. Other command level officers report to to the Chief or other lower superiors. Parker Center is the old headquarters for the LAPD, being named after former chief William H. Parker, at 150 N. Los Angeles St. The new Police Administration Building is located at 100 W. 1st St., immediately south of Los Angeles City Hall, which officially opened in October 2009.

Office of Operations

The Office of Operations, employs the majority of LAPD's 10,000 members and is located in the new Police Administration Building. An Assistant Chief commands the office, and reports directly to the Chief of Police. Four geographic command Bureaus contain 21 stations, known officially as Areas but also commonly referred to as Divisions (Los Angeles Police Department. November 19, 2009).

Baltimore Police Department

Abstract

The Baltimore Police Department (BPD) provides police services to the city of Baltimore, Maryland. The department was officially established by the Maryland Legislature on March 16, 1853. It is organized into ten districts, nine based on geographical areas and the Public Housing Section. It is responsible for policing 78.3 square miles (203 km2) of land and 7.7 square miles (20 km2) of waterways.

In 2003 was considered by the U.S. Department of Justice Baltimore Police Department is the 8th largest municipal police department in the United States with a total of 3,034 police officers. Comparatively as of the 2000 U.S. census Baltimore ranked as the 17th largest city in the United States with a population of 651,154.

Staffing

The Baltimore Police Department is staffed by nearly 4000 civilian and sworn personnel. These include dispatchers, crime lab technicians, chaplains and unarmed auxiliary police officers.

During Martin O'Malley's administration as mayor, the department had become 43% African American. While progress has been made to improve the department's relationship with Baltimore's now majority African American community, improvements are still being made to the department which for several years has been subject to criticism for it's treatment of African American citizens. Police community relations have remained strained with the war on drugs that has plagued several African American neighborhoods in East and West Baltimore and coincidentally enough, many of the most despised officers in several of Baltimore's African American neighborhoods are also African American.

Legal Controversy

Ed Norris

Former Commissioner Ed Norris was indicted on three charges by US Attorney Thomas DiBiagio. Two of the counts charged Norris had made illegal personal expenditures from the Baltimore Police Department's supplemental account. The third count alleged that he had lied on a mortgage application, stating that approximately $9,000 he received from his father was not a gift as was stated in the loan papers, but a loan. Norris pleaded accepted a plea in May 2004 and pleaded guilty to the first two counts. Judge Dick Bennett sentenced Norris to six months in federal prison, six months of home detention, and 500 hours of community service, which must be served in Baltimore. The plea bargain avoided a possible 30 year sentence on the mortgage fraud charge.

Delaware State Police

Abstract

The Delaware State Police is the chief code enforcement agency in Delaware. It has it's origins in being the state highway patrol. The advent of autos and bootlegging gave rise to the agency in 1923. The officers are now organized as Homeland Security Officers.

Beginning in 1919, the first traffic law enforcement officers were given the auspicious title of Highway Traffic Police. One officer was employed whose sole function was to patrol the Philadelphia Pike near Wilmington. In the following year the force was increased to three men and three motorcycles. From 1920 to 1923 the patrol increased under the State Highway Commission.

Governor William Denney addressed the General Assembly on January 3, 1923, and during his message stated "In my judgment the police force of the Highway Department is not adequate... I desire to suggest that a State Police force be organized..." On April 23, 1923, the General Assembly, at the request of the State Highway Department, enacted two laws that created the Delaware State Police. This date marks the official organization of the present law enforcement organization.

In accomplishing such modern humans have developed complex system of formal and informal rules for the direction of their civilization. This also must include a consideration of degradation in both mechanistic and non mechanistic philosophy.

David Nollmeyer

David Nollmeyer was born August 3, 1961 in Roswell, New Mexico. He was raised in Maryland, Delaware, and Puerto Rico. California is the other state that is integral pre June 17, 1987 in personal development. Caesar Rodney and Dover High School were attended. A GED or State Equivalency Diploma was earned in 1978. Del Tech, San Diego and Laney Community Colleges were attended pre June 17, 1987. Two AA degrees were awarded in 2000 during MOEC. One was in Fine Arts (Music) the other in General Education. The latter was based on Liberal Arts and Social Science. Cumulatively 160 credits of transferable credits have been earned as well as senior status at Columbia College, Missouri. A Grade Point Average of 3.27 has been achieved.

As a natural person and citizen I was attacked to facilitate retribution and also to gauge the response any opposition the world would raise to an Irrationalist Pre Fascist system. This ideology emerges within a System of a perfect Dictator where individuals democratically elect a dictator.
