CALIFORNIA CONSTITUTION ARTICLE 1 DECLARATION OF RIGHTS
SEC. 3. (a) The people have the right to instruct their representatives, petition government for redress of grievances, and assemble freely to consult for the common good.
(b) (1) The people have the right of access to information concerning the conduct of the people's business, and, therefore, the meetings of public bodies and the writings of public officials and agencies shall be open to public scrutiny.
(2) A statute, court rule, or other authority, including those in effect on the effective date of this subdivision, shall be broadly construed if it furthers the people's right of access, and narrowly construed if it limits the right of access. A statute, court rule, or other authority adopted after the effective date of this subdivision that limits the right of access shall be adopted with findings demonstrating the interest protected by the limitation and the need for protecting that interest.
(3) Nothing in this subdivision supersedes or modifies the right of privacy guaranteed by Section 1 or affects the construction of any statute, court rule, or other authority to the extent that it protects that right to privacy, including any statutory procedures governing discovery or disclosure of information concerning the official performance or professional qualifications of a peace officer.
(4) Nothing in this subdivision supersedes or modifies any provision of this Constitution, including the guarantees that a person may not be deprived of life, liberty, or property without due process of law, or denied equal protection of the laws, as provided in Section 7.
(5) This subdivision does not repeal or nullify, expressly or by implication, any constitutional or statutory exception to the right of access to public records or meetings of public bodies that is in effect on the effective date of this subdivision, including, but not limited to, any statute protecting the confidentiality of law enforcement and prosecution records.
(6) Nothing in this subdivision repeals, nullifies, supersedes, or modifies protections for the confidentiality of proceedings and records of the Legislature, the Members of the Legislature, and its employees, committees, and caucuses provided by Section 7 of Article IV, state law, or legislative rules adopted in furtherance of those provisions; nor does it affect the scope of permitted discovery in judicial or administrative proceedings regarding deliberations of the Legislature, the Members of the Legislature, and its employees, committees, and caucuses.

I have returned to the region for the winter. I will resume composition of texts in February 2023. The wildfire season is forcing serious adjustments to my schedule. I am also migrating the old powereality domain to a new server.
I am going to strengthen my position on academics as a generation dies. There has been no legitimate effort at recognizing MOEC. There is therefore no expert in the UC System. The most expensive schools as Amherst charge over $75,000 per year. These students are being cult conditioned. Many were born after 1987 and the Chemical Assault Scorched Earth imposed over me.
The Yellow Brick Road of sports, business, and academics is in contrast to the black market racketeers as drug dealers as smugglers. Defection is the key factor. The identity is LGBTi. Sexual Emancipation is the new cause.

The solution to MOEC is to decapitate the proximate cause or Authorship. This is directly in the domain of law. Many individuals of high intelligence in the Maths and Sciences have been exposed to MOEC since June 17, 1987. There is no response.
The so called Tournament is a swindle. I am a Liberal Arts person. I am focusing of the social sciences to complete my work. The Greek Gift of God's Caveman Attack is severe. MOEC is a War Crime and is aggravated by a depraved heart. This is poor for history. This is a concern for the LGBTi Movement and civilization writ large. Alan Turing is an example of a person whose significant contributions to computer science may revisited. The confounding ugly head has reared itself. I am not sure what Turing's role if any in MOEC directly is. The trajectory of history has looped and cast uncertainty on his and many persons.
The zeitgeist is escalated. I can not work forever. Hopefully my tasks can be completed by decades end. The de facto and negligent character of those persons particularly sworn officials as Vice President Kamala Harris becomes more acute.
The Ukrainian War is performing with MOEC in the background. I am concerned with tit for tat retaliation of all events of mass destruction. There is no solid rational manner of deducing MOEC's actions.
False History and Sophistry

As time unfolds and Censorship and Sanitization continues unabated, it is easy to develop a general observation on how sophistry develops. The obstruction of justice is based on power and control. As such parties become fatalistically dependent on the controller for their livelihood. In this manner they are prone to develop a false history to save the despot and his or her system.
It has been nearly 35 years since MOEC's Manifest Function on June 17, 1987. The conditions in place are of Biblical magnitude as Chemical Assault Scorched Earth. Electronic Surveillance, Stalking, wildfires, and COVID 19. The lack of volition and legal obligation will Undermine sworn officials. Academics as geniuses may be refuted for being implicated in a corrupt Yellow Brick Road.
The American Presidency, the judicial, and legislative branches have suffered severe damage. It is hypocritical to watch the Ukrainian War while the United States in under attack here at home.
California As a Focus of Legal and Historical Implication

As the zeitgeist escalates with the Ukrainian War, California will become a focus in future legal and historical research. The Salton Sea is despoiled in the background. Over 1,000,000 persons are dead from COVID 19.
Open Letters have been one of my best resources. As I age, look for this method to increase. I have no control over circumstances. The wildfires and COVID 19 are in the themselves formidable obstacles.

Dear Professor Walters,
I am writing you today regarding recent media coverage over the issue of Civil War. My name is Bhakta David Nollmeyer. I have been held under constant Chemical Assault Scorched Earth since about June 17, 1987.
I have been told that the University of Cambridge has designed this attack from the 1880s as a response to the German Sheifflin Plan. The original intent is LGBTi Emancipation. The activity is predicated on mobilizing against an empire as it declines. This is exactly what the Bismarck was attempting against Victoria.
My argument is that Prisoner's Dilemma is the driver of Mass Destruction. Social Disorders are weaponized then escalated into formal warfare. In the United States we exist under a Crime Against Humanity. In other locations where standing uniformed armies are fighting such is a War Crime.
This operation is named MOEC. This acronym stand for Mobilization of Empire and Civilization. Since I began using such publicly about 2000 it has been used as Minister of Education and Culture.
MOEC is a pre fascist Irrationalist structure with a hub and node extended from Cambridge, LAPD, and through every police station house world wide.
All the police principals are Same Sex.
Barack Obama is the Singularity Target.

I am one day older than Obama being born August 3, 1961 in Roswell, New Mexico.
I lived in Rodney Village, Kent County, Delaware in 1972 when Joe Biden won his first senate seat. The Strong family lived down the street. The Gambino family lived in the next neighborhood Mayfair Apartments. They ran the King of Pizza restaurant which was burned

A cold case murder of a Charles Sampson occurred where Biden and I were both present at the homicide scene.
There is substantial evidence to prove eugenics. My deceased Aunt is Joan Maxwell.
Almost all of my arguments are supported by International Relations, the area of Biden's expertise.
Neither the liberal or conservatives recognize MOEC or the Manifest Chemical Assault Scorched Earth which is a driver towards conflict as a Civil War.

I have returned to Desert Shores, CA and hopefully more stability. I was here two years ago at the beginning of COVID 19. The wildfire situation has also been unabated. I should be able to complete two chapters of text while present. I am now 60 years of age. I have to consider the wear and tear to my physical health. Open Letters should soon figure more prominenty in my output.
The Dixie Fire started about June 13, 2021. On August 4, Barack Obama's birthday Greenville was burned. I wrote my Supreme Court writ of certiorari there as CV 98-7015
Nollmeyer versus US Government et al. Around the August 15th I began to evacuate towards south of Flagstaff where I am now. In 2007 Janet Napolitano was then Governor. She is no stranger to command level authority during a Crime Against Humanity. She in the United States will likely be identified as a first principal. It does not appear that MOEC and it's Chemical Assault Scorched Earth Program is arriving to a close anytime in the near future. I would argue one should prepare for at least ten more years of abuse or more. The use of a RICO Criminal Enterprise that incorporates a Homosexual Blackmail Ring is pervasive. June is Pride Month. I have to state what I have to say. I am nearing 60 years of age. I am becoming more concerned with surviving that strictly being a fair warner. MOEC is a purge. The world's most successful Censorship and Sanitization Program has endured under Democracy. This is catastrophic for any leading University as UC Berkeley or Cambridge. I am near Lake Almanor and it is once again totally Chemically Contaminated. MOEC Studies is a legitimate Approach towards a System. I have proceeded under the Social Sciences. The implications for STEM as Science, Technology, Engineering, and Math is profound. The answer is in Law or the other Liberal Arts. If computer programs rise to the task this will fall to programmers. The damage to Berkeley with Vice President Kamala Harris is significant.
It is argued that Cambridge is the Authorship and a hub is situated in LAPD. COVID 19 has claimed over 600,000 deaths in the United States. Hotspots are India, Brazil, and Eastern Europe. There is concern that variants could eventually work their path into Africa. At the same time Accelerating Intelligence and minimum wages will displace many from the
workforce.
I will be 60 years of age in August. I need to rest, perhaps take a working sabbatical. The damage to academics whom for the most part appear entangled on a Yellow Brick Road will have historical implications. UC Berkeley is scoring lower on so called lists. MIT and Stanford recently were rated the bests schools on a new list. I believe there is some weight in these ratings but it the same schools year in and out perhaps in a different order.
